Dawn Allan

Dawn is Technical Director and Head of Chemical Regulatory Services within Ricardo’s Chemical Risk team. With nearly twenty-five years’ experience delivering solutions to the chemical industry, including ten years R&D in the global industrial coatings and passive components materials industries followed by ten years in the regulatory field for the industry-leading companies AkzoNobel, Johnson Matthey, Firmenich and Anthesis, Dawn has developed a strong understanding of product development across a range of industries, especially in relation to the intersection of product formulation, polymers and chemical regulation.

Having become involved in regulatory and sustainability activities while developing novel marine coatings, Dawn developed expertise in global polymer registration, completing registrations of polymers and other complex substances from supporting developing analytical ID, through to planning test programs, study monitoring, dossier submission and post-submission support for EU REACH, TSCA, PICCS, K-REACH, IECSC, CSCL & ISHL, AICIS and DSL/NDSL. Dawn re-wrote the reports for a sustainability assessment tool for coatings to ensure a pragmatic outcome from the complex report, igniting a passion for supporting industry toward a better future. Dawn has managed multiple EU REACH consortia and during her time in the fragrance industry, carried out a program to study the efficiency of biodegradation test methods on synthetic and natural fragrance ingredients. Dawn was co-author on the ECETOC polymer series ECETOC TF133-1/2/3 and co-author on ‘Are current regulatory log KOW cut-off values fit-for-purpose as a screening tool for bioaccumulation potential in aquatic organisms'. Dawn was pivotal in supporting IFRA’s response to the ECHA proposed microplastic restriction.

Dawn has a BSc in Colour and Polymer Chemistry and a PGDip in Environmental Toxicology and Pollution Management. Dawn brings strong team management skills and effective communication together with practical working knowledge of industry to successfully support a range of clients.
