As Director, Transit & Rail – Rolling Stock at Ricardo, Frank brings innovative approaches to decarbonising passenger rail operations to clients in North America, drawing on the company’s extensive portfolio of integrating alternative propulsion technologies on rail systems throughout the world.

A rolling stock specialist with more than 30 years’ experience in vehicle design, operations and maintenance, Frank has successfully delivered a wide range of major fleet overhauls, procurement and inspection programs in the US.  He has also held senior roles in contract negotiations, claims settlements, regulatory reviews, and federal compliance activities, and is experienced in initiating funding requests at federal and state levels.
