Tim Ryan
Biography
Tim Ryan is a regulatory economist who has over 20 years’ experience working in advisory roles, both public and private. Over this time, Tim has specialised in providing regulatory and policy advice to utilities and Government on economic regulation and policy issues. Tim’s experience involves working as a regulator, within a business and also as a consultant, thereby allowing Tim to provide a holistic approach to considering the potential issues for clients.
Tim co-leads Ricardo’s Water Utility and Infrastructure business activities. Tim stands out for his ability to generate relationships with clients and understand what their needs are for each project. One of Tim’s standout attributes is in being able to connect the complex economic theory with the client’s needs. He does this through understanding how deliverables are to be used by clients and what will result in the most effective outcome for all involved. This is enhanced from Tim’s extensive industry experience across multiple jurisdictions – both within Australia and internationally. Tim has delivered a significant number of pricing and economic regulation projects, such as the development of pricing submissions, tariff reforms, expenditure reviews for economic regulators and the development of new economic regulation frameworks. Tim has also delivered a vast variety of broader water industry projects related to strategy and outcomes, business cases, external economic advice and economic sustainability and financial strategy advice.
Tim has been responsible for developing and reviewing regulatory models for a variety of clients, including Melbourne Water, IPART, Sydney Water, Seqwater, Yarra Valley Water, Southern Rural Water, Barwon Water, Vicwater and Western Murray Irrigation
