REACH registration fee increases: what the 2025 amendment means for your business
On the 16th of October 2025 the new Commission Implementing Regulation (EU) 2025/2067 was published in which the amendment to REACH Fee Regulation (EC) No 340/2008 was outlined. This update introduces two major changes that will affect businesses differently depending on their size and registration status.
Key change 1: fee increase for non-SME enterprises
The most immediate impact is a 19.5% increase in standard REACH registration fees for companies without verified SME status. Below is a breakdown of the updated fees for large enterprises:
| Tonnage Band | Current joint submission fee (EU) | Updated joint submission fee (EU) | Current individual submission fee (EU) | Updated individual submission fee (EU) |
| 1-10 tonnes/year | 1,304 | 1,558 | 1,739 | 2,078 |
| 10-100 tonnes/year | 3,506 | 4,190 | 4,674 | 5,585 |
| 100-1000 tonnes/year | 9,376 | 11,204 | 12,501 | 14,939 |
| 1000+ tonnes/year | 25,274 | 30,202 | 33,699 | 40,270 |
How will this affect your business?
- If you’re a Large Enterprise: Companies that do not qualify for SME status will be subject to the increased fees starting 5 November 2025 – 20 days after the regulation’s publication. If feasible, consider submitting any pending registrations before this date to avoid the higher charges.
- If you’re an SME: Verified SMEs will benefit from reduced fees, creating a more equitable competitive environment. The level of discount depends on the size of the enterprise. If your SME status is not yet verified, we strongly recommend applying as soon as possible to take advantage of the reduced rates.
Key change 2: SME verification moves to pre-registration
The second major update shifts SME verification from a post-registration process to a pre-registration requirement. This change will come into effect on 5 February 2027, allowing a transition period for businesses to adapt.
What SMEs need to know:
- Verification timeline: Applications for SME status must be submitted to ECHA at least 2 months before any dossier submission.
- Preparation: Gather and store all necessary supporting documentation early to streamline the process and avoid delays.
- Validity: Once granted, SME status is valid for 3 years. The first renewal can be completed via self-declaration.
- Declined applications: If SME status is denied, an administrative fee will apply.
Next steps for businesses
To prepare for the upcoming changes and avoid unnecessary costs or delays, we recommend the following actions:
- Apply for SME verification well in advance if you are eligible and prepare documentation early to support your SME application.
- Submit REACH registrations before 5 November 2025 if you’re a large enterprise.
