Ukraine proposes extensions to UA-REACH and UA-CLP compliance deadlines
On the 22nd October 2025, Ukraine’s newly restructured Ministry of Economy, Environment and Agriculture (MEEA) has published a draft resolution proposing extensions to several key compliance deadlines under the country’s chemical regulatory frameworks, UA-REACH and UA-CLP.
While all existing obligations – including pre-registrations, notifications and full registrations – remain in force, the proposed changes aim to ease immediate compliance pressures by extending the timelines for meeting these requirements.
Why has this happened?
Following the July 2025 government restructuring, the Ministry of Environmental Protection and Natural Resources (MEPR) was dissolved and merged with two other ministries. Its responsibilities were transferred to the Ministry of Economy, Environment and Agriculture of Ukraine (MEEA). All references to MEPR in UA REACH and UA CLP are now updated to MEEA. Regulatory functions continue without interruption.
Proposed deadline extensions
UA-CLP Notification – Extended by 6 months
- Current Deadline: 15 November 2025
- Proposed Deadline: 15 May 2026
UA-REACH Pre-Registration – Extended by 12 months
- Current Deadline: 26 January 2026
- Proposed Deadline: 26 January 2027
UA-REACH registration deadlines by substance type / tonnage band
| Substance type / tonnage band | Current deadline | Proposed deadline |
| ≥1 t/y CMR Cat. 1A or 1B, and ≥100 t/y substances very toxic to aquatic organisms |

1 Oct 2028 |
| >1,000 t/y substances | 1 Oct 2026 | 1 Oct 2029 |
| 100–1,000 t/y substances | 1 Jun 2028 | 1 Jun 2031 |
| 1–100 t/y substances | 1 Mar 2030 | 1 Mar 2033 |
What this means for industry
If adopted, these extensions would provide companies with additional time to prepare for full registration and notification. Specifically:
- CLP notifications extended by six months.
- REACH pre-registrations extended by one year.
- Full registration deadlines significantly postponed, reducing immediate compliance pressure.
Next steps
Ukraine’s draft resolution is now open for a 30-day public consultation, giving stakeholders a chance to review the proposed UA-REACH and UA-CLP deadline extensions and submit feedback. While the resolution is not yet formally adopted, this is a critical window for industry voices to be heard.

In the meantime, businesses should continue preparing for compliance based on the proposed timelines. These extensions offer breathing room – but don’t pause your progress. Pre-registrations and notifications remain active obligations, and staying ahead now will save time and cost later.
