Our EEA Detergent Labelling and Notification Compliance Report 2025 provides a comprehensive overview of the regulatory obligations for detergents under the Detergents Regulation (EC) No 648/2004, with a particular focus on labelling and ingredient datasheets.

The report is designed to support manufacturers in navigating the complex compliance landscape across the EU, Great Britain, Northern Ireland, and Switzerland. It outlines the requirements for both hazardous and non-hazardous detergents, including those that do not contain surfactants but still fall within the scope of the regulation.

The report details the specific labelling obligations for consumer products, such as the inclusion of product and manufacturer information, ingredient categories, allergens, and dosage instructions for laundry detergents. It also explains the dual requirement for ingredient datasheets: a simplified version for public access and a more detailed version for medical personnel, as outlined in Annex VII C of the Regulation. For hazardous detergent mixtures, PCNs must be submitted via the ECHA portal in accordance with Article 45 and Annex VIII of the CLP Regulation.

A key feature of the report is its country-by-country analysis, which highlights additional national requirements that go beyond the EU-wide regulation. Countries such as Germany, Greece, Italy, Slovakia, Spain, and Sweden have implemented their own notification systems, language requirements, and in some cases, submission fees to notify non-hazardous detergents. The report also provides a detailed section on the regulatory divergence between Great Britain and Northern Ireland following Brexit, including the concept of “qualifying Northern Ireland goods” and the implications for market access and compliance.
