Finch West Light Rail Line
Challenge
The Finch West Light Rail Transit system is a 10.75km dual-track light rail line in northwest Toronto that broadly follows the busy east-west Finch Avenue thoroughfare.
Initially opened in December 2025, it serves 18 stations, mostly operating at street-level on dedicated tracks separated from regular road traffic, but with a small underground section.
Approach
As the appointed Safety and Security Auditor, we provided a professional peer review of the project's safety and security management activities.
Our teams reviewed the assurance documentation and safety procedures, providing expert recommendations as to whether they were suitable to support revenue service.
Security preparations were also assessed against established standards and international best practice.
Results
The Finch West Line opened in December 2025, when it was handed to the Toronto Transit Commission to operate as ‘Line 6’.
Around 230,000 residents live within walking distance of a route which also serves a major hospital and a large educational campus. As such, it is estimated that by the end of its first five years in operation the Line will carry more than 12 million people each year.
Appointing an accredited independent expert - one with no financial interest or connection to a project - to review the operational plans was a clear demonstration of the client's commitment to ensuring the new LRT would be a safe, sustainable and efficient system.
