Guidance on Development of Successful Adaptation Business Cases for the Water Industry

Customer challenge

During the development of a pilot Water Sector Climate Change Adaptation Action Plan (WSCCAAP), the Victorian water sector identified significant challenges in creating effective business cases for climate adaptation. Specifically, Catchment Management Authorities (CMAs) and water utilities needed guidance on best-practice economic tools and methods to support the development of these business cases.

Ricardo solution

Ricardo was engaged to address these challenges by developing a high-level report tailored to the water sector's needs. The key components of the solution included:

  • Business Case Elements: Providing comprehensive information on the essential elements of successful business cases, ensuring they align with the specific requirements and challenges faced by the water sector.
  • Economic Assessment Tools: Offering guidance on the use of appropriate economic assessment tools and methods to support the development of robust adaptation business cases.
  • Practical Guidance: Delivering pragmatic, fit-for-purpose recommendations that can be used to guide future capability building and improve the quality of adaptation business cases within the water sector.

Customer benefit

The final report equipped CMAs and water utilities with valuable insights and practical advice on developing effective adaptation business cases. Ricardo’s tailored guidance addressed complex challenges and provided actionable recommendations, enhancing the sector’s ability to prepare and respond to climate change impacts. The feedback from Laura Taylor, Project Officer at the Department of Environment, Land, Water, and Planning, highlighted the collaborative approach and the ability to present concise, practical advice to diverse audiences.
