Independent Review of Tasmania’s Climate Change (State Action) Act 2008

The Climate Change (State Action) Act 2008 (the Act) was developed in 2008 to support and formalise the Government's commitment to mitigating and adapting to the effects of climate change. The Act’s primary objectives are to achieve legislated targets for greenhouse gas emissions reduction, as part of the national and international response to climate change, and support adaptation to climate change. Under legislation the Act must be reviewed every four years.
The review Terms of Reference require a comprehensive evaluation of the Act’s effectiveness, appropriateness, and coherence with broader legislation.
Ricardo solution
Ricardo, in partnership with ERA Advisory, is leading the 2024–25 independent review. Our approach includes:
- Section-by-section analysis of the Act and associated subordinate legislation to determine each element’s contribution to objectives
- Assessment of governance and legislative frameworks supporting the Act’s implementation
- Identification of options for reform to enhance clarity, ambition, and operability
To inform these assessments, we are undertaking:
- A desktop review of existing data, literature, and related legislative instruments
- Development of a discussion paper to support structured engagement and feedback
- Stakeholder engagement across business, industry, scientific, environmental, community, youth, unions, and local government
- Public forums, workshops, interviews, a survey, and a discussion paper to prompt structured feedback
- Analysis of submissions and stakeholder input
Customer benefit
When complete, the review will deliver evidence-based findings and targeted recommendations. These will help the Tasmanian Government strengthen its legislative framework and support more effective mitigation and adaptation outcomes to 2030 and beyond.
